Possible Solutions to stabilize LCPDFR game play.
Greetings fellow officers! I'm posting this in an attempt to streamline the hours of researching I've done resulting in a playable (and very enjoyable!) LCPDFR experience.
Let me start by saying I'm not a very Tech Minded guy when it comes to computers. I am currently using an Asus Q500a laptop to play the game. (Win 8.1, i5 2.50ghz, 64 bit, 6gb Ram, Intel HD-4000 graphics).
My biggest issue to overcome was my graphics card being shit (especially for GTA4) and general game crashing events. With hours upon hours of research and trial & error, I arrived with the result of a mostly stable playable GTA4/LCPDFR (with multiple mods running) experience.
I wanted to share some of the solutions that worked for me here with you. Please feel free to respond with any feedback you may have that could help your fellow officer needing assistance.

Aside from programs there are additional mods that may improve performance/game play experience. Next is a list of mods I'm currently running in the game. So as not to offend anyone from the LCPDFR mod team by posting a link to a DL site not their own, I will simply list the names of the mods so you the reader can google and DL later should you choose.
-- RealityIV 1.62 Timecycle Mod --
RealityIV is a timecycle mod for GTAIV/EFLC. No ENB is required. Personally I've tried several of the weather/texture mods, and this one is my favorite. It vastly improves the visual feel of the game (even when running 800X600 resolution!) via weather, light/shading, and street textures -without adding additional resources and lowering fps.

ELS seems to be an issue when multiple units with lightbars are in the same area. For my system it seems like a couple of backup units are no issue, however more than 3 or so may lead to the game crashing. I've had success in downgrading from the current ELS 7 to ELS 6, and that did improve stability. With the recent patches to ELS stability seems to have improved so try them both and choose which is best for you.

Upon review I thought I'd have more mods for performance enhancement but taking a look at my scripts folder it seems that most of whats in there now is mostly for improved aesthetics (cars, skins, callout scripts, ect) so I suppose most of that is not relevant to this discussion.
All in all I hope something that I posted is seen and applied to solve a problem. I personally LOVE the lcpdfr experience now and hope this post helps others do the same.
